The Speaker of Parliament Rt.Hon. Alban Kingsford Sumana Bagbin has expressed his disappointment in the 1st deputy speaker for overturning his ruling.
The speaker has described the ruling made by his Colleague Joseph Osei Owusu the Member of Parliament for Bekwai who double as the first Deputy Speaker as illegal, unconstitutional and offensive.
Mr. Bagbin’s comment follows a decision made by the 1st Deputy Speaker on Tuesday 22nd February 2022 to reject a motion filed by the minority.
The speaker before leaving the chamber for the 1st deputy Speaker to preside ruled that the motion cannot be objected unless it has been seconded and tabled. He said it is only when motions are gone through such procedure before the speaker can decide to abort the motion or to admit it.
After the speaker made this clear upon leaving the seat for Hon. Joseph Osei Owusu to take over he also indicated that the motion admitted by the speaker was not supposed to be admitted.
Bagbin lamented that this is the second time the Second Deputy Speaker has overturned his rulling .
He said standing orders and rules from other sister parliament indicates that, no speaker can overturn another presiding Speakers ruling. Even though their standing orders doesn’t talk about it ,it is still a violation of power.
He declared that, he shall not take any steps to over rule the decision of the first Deputy Speaker to dismiss the motion moved by Hon. Ato Forson yesterday.
